Kyle wakes up to find the homeless on his front lawn. Cartman is furious and blames Kyle.

More and more homeless people show their faces in South Park. The boys can no longer play basketball because there are homeless people on the basketball court. Kyle suggests doing something about it and Cartman agrees. Cartman announces that he will jump over a homeless person with his skateboard while wearing a Zorro-style cape. Kyle says this was not his idea. The city council has also noticed the problem but they come up with insane solutions, such as recycling the homeless and then using them as car tires. The homeless expert advises that no one should give them anything, then they will leave on their own.
